Interim Environmental Governance Arrangements in Wales “farcical” / Trefniadau Llywodraethu Amgylcheddol Dros Dro Cymru yn "gywilyddus"

This week the Welsh Government appointed the second Interim Environmental Protection Assessor for Wales, despite Scotland, Northern Ireland, and England already having permanent offices of environmental protection in place.

Commenting on the interim arrangements, Janet said:

“Despite some efforts from the Welsh Government to address resource issues within the interim office, the Senedd’s Climate Change Committee reached a clear conclusion last Autumn that resource challenges are ongoing.

“The Interim arrangements are not fit for purpose. They don’t have sufficient resources to effectively carry out their existing roles and responsibilities, let alone ensure that the transition to a permanent body is as smooth and efficient as possible.

“At a time when the Welsh Parliament has declared both a nature and climate crisis, it is farcical that the Welsh Government has still not set up a proper Office of Environmental Protection”.

Yr wythnos hon penododd Llywodraeth Cymru yr ail Asesydd Diogelu'r Amgylchedd Dros Dro ar gyfer Cymru, er bod gan yr Alban, Gogledd Iwerddon a Lloegr eisoes swyddfeydd parhaol i ddiogelu'r amgylchedd.
Wrth sôn am y trefniadau dros dro, dywedodd Janet:

"Er gwaethaf ymdrechion gan Lywodraeth Cymru i fynd i'r afael â phroblemau adnoddau o fewn y swyddfa dros dro, daeth Pwyllgor Newid Hinsawdd y Senedd i gasgliad clir yr Hydref diwethaf bod heriau o ran adnoddau yn parhau.

"Nid yw'r trefniadau dros dro yn addas i'r diben. Nid oes ganddynt ddigon o adnoddau i gyflawni eu rolau a'u cyfrifoldebau presennol yn effeithiol, heb sôn am sicrhau bod y pontio i gorff parhaol mor rhwydd ac effeithlon â phosibl.

"Ar adeg pan fo’r Senedd wedi datgan argyfwng natur a hinsawdd, mae'n gywilyddus nad yw Llywodraeth Cymru wedi sefydlu Swyddfa Diogelu'r Amgylchedd priodol o hyd".
