Welsh Government Pushed for Nature Targets Timeline/Pwyso ar Lywodraeth Cymru am amserlen ar gyfer targedau natur

Janet Finch-Saunders MS has scrutinised the Welsh Government over the decline in Welsh biodiversity and the need for complete clarity as to when new legally binding nature targets will be placed in law.

The Member of the Welsh Parliament for Aberconwy questioned Julie James MS, the Minister for Climate Change, over the Welsh Government’s lack of action.

It comes amid concerns that Wales scored just 51% on the UN’s Biodiversity Intactness Indicator, ranking 224th out of 240 countries assessed, meaning just over half of its plants and species remain.

The 2019 State of Nature Report found that 1 in 6 species in Wales are at risk of extinction, with 36% of vertebrates, 10% of plants, and 5% invertebrates at risk of being lost.

Moreover, the number of bird species in Wales categorised as declining, or in the ‘red list’, has increased by 122% in the last twenty years.

 

Speaking in the Senedd today, Janet said:

 

“COP 15 saw the adoption of the Global Biodiversity Framework on the last day of negotiations, which aims to address biodiversity loss, restore ecosystems, and protect indigenous rights.

“The plan includes concrete measures to halt and reverse nature loss, including putting 30 per cent of the planet and 30 per cent of degraded ecosystems under protection by 2030.

The Welsh Government claims to be committed to the target to protect 30% of land and sea by 2030, however they must stand by their claims by enshrining this in regulation.

“At a time when Wales has declared a Nature Crisis, there is no excuse for the delay in setting targets in law”.

 

Mae Janet Finch-Saunders AS wedi craffu ar Lywodraeth Cymru ynghylch y gostyngiad ym maes bioamrywiaeth Cymru a'r angen am eglurder llwyr ynghylch pryd y bydd targedau natur newydd sy'n gyfreithiol rwymol yn cael eu gwneud yn gyfraith.

Fe wnaeth yr Aelod o’r Senedd dros Aberconwy holi Julie James AS, y Gweinidog Newid Hinsawdd, am ddiffyg gweithredu Llywodraeth Cymru.

Daw yn sgil pryderon bod Cymru wedi sgorio dim ond 51% ar Ddangosydd Cyfanrwydd Bioamrywiaeth y Cenhedloedd Unedig, safle 224 allan o 240 o wledydd a aseswyd, sy'n golygu mai dim ond ychydig dros hanner ei phlanhigion a'i rhywogaethau sydd wedi goroesi.

Canfu Adroddiad Sefyllfa Byd Natur 2019 fod 1 o bob 6 rhywogaeth yng Nghymru mewn perygl o ddiflannu, gyda 36% o fertebratau, 10% o blanhigion, a 5% o infertebratau mewn perygl.

Ar ben hynny, mae nifer y rhywogaethau adar yng Nghymru sydd wedi'u categoreiddio yn gostwng, neu sydd yn y 'rhestr goch', wedi cynyddu 122% yn yr ugain mlynedd diwethaf.

 

Yn siarad yn y Senedd heddiw, dywedodd Janet:

 

“Yn COP 15, gwelwyd Fframwaith Bioamrywiaeth Byd-eang yn cael ei fabwysiadu ar ddiwrnod olaf y trafodaethau – fframwaith sy'n ceisio mynd i'r afael â cholli bioamrywiaeth, adfer ecosystemau, a diogelu hawliau cynhenid.

"Mae'r cynllun yn cynnwys mesurau pendant i atal a gwrthdroi colli natur, gan gynnwys rhoi 30 y cant o'r blaned a 30 y cant o ecosystemau sydd wedi'u diraddio dan warchodaeth erbyn 2030.

Mae Llywodraeth Cymru yn honni eu bod wedi ymrwymo i'r targed i amddiffyn 30% o'r tir a'r môr erbyn 2030, ond mae'n rhaid iddyn nhw gadw at eu honiadau drwy alluogi hyn o ran rheoleiddio.

"Mewn cyfnod lle mae Cymru wedi datgan Argyfwng Natur, does dim esgus dros yr oedi cyn cynnwys targedau yn y gyfraith".
