Jeremy Miles MS/AS, Cabinet Secretary for Health and Social Care, has been challenged by Janet Finch-Saunders MS/AS over what she has described as “care home fee chaos” in North Wales.
This follows the disclosure that in Conwy County, if a resident is moved from Funded Nursing Care (FNC) to Continuing Health Care (CHC), so to a higher level of care, the care home is paid less. Betsi Cadwaladr University Health Board pays £1,217.23, which
is £108.52 less.
Commenting after writing to the Cabinet Secretary for Health and Social Care, Janet said:
“It appears that the crux of the problem is that the North Wales Health Board doesn’t have a proper methodology for determining the fees.
“There is a postcode lottery, the rates of which are decided by individual local authorities and health boards. This has caused what can only be described as care home fee chaos across the region and nation.
“I have sent a letter to the Cabinet Secretary for Health and Social Care requesting that he, as a matter of urgency, outline what steps the Welsh Government will take to ensure that this fee inequality stops.
“Care homes cannot continue to be treated in this way. Their viability is being undermined”.

Mae Jeremy Miles AS, Ysgrifennydd y Cabinet dros Iechyd a Gofal Cymdeithasol, wedi cael ei herio gan Janet Finch-Saunders AS am yr hyn y mae hi wedi’i ddisgrifio fel “anhrefn ffioedd cartrefi gofal” yng Ngogledd Cymru.
Mae hyn yn dilyn y datgeliad os yw preswylydd yn Sir Conwy yn cael ei symud o Ofal Nyrsio a Ariennir i Ofal Iechyd Parhaus, felly i lefel uwch o ofal, mae’r cartref gofal yn cael ei dalu llai. Mae Bwrdd Iechyd Prifysgol Betsi Cadwaladr yn talu £1,217.23, sydd £108.52 yn llai.
Ar ôl ysgrifennu at Ysgrifennydd y Cabinet dros Iechyd a Gofal Cymdeithasol, dywedodd Janet:
“Mae’n ymddangos mai gwraidd y broblem yw nad oes gan Fwrdd Iechyd Gogledd Cymru fethodoleg briodol ar gyfer pennu’r ffioedd.
“Mae yna loteri cod post, lle mae’r cyfraddau’n cael eu penderfynu gan awdurdodau lleol unigol a byrddau iechyd. Mae hyn wedi achosi’r hyn y gellir ei ddisgrifio fel anhrefn ffioedd cartrefi gofal ar draws y rhanbarth a’r wlad.
“Rwyf wedi anfon llythyr at Ysgrifennydd y Cabinet dros Iechyd a Gofal Cymdeithasol yn gofyn iddo, fel mater o frys, amlinellu pa gamau y bydd Llywodraeth Cymru yn eu cymryd i sicrhau bod yr anghydraddoldeb ffioedd hwn yn dod i ben.
“Ni all cartrefi gofal barhau i gael eu trin fel hyn. Mae’n tanseilio eu gallu i aros ar agor”.
