In an effort to raise £20bn the Chancellor, Rachel Reeves, is increasing the rate of National Insurance from 13.8% to 15%, lowering the threshold to £5,000, and as such expecting businesses and the third sector to pay an extra £900 in tax annually for an employee on the average salary.
In the Welsh Parliament yesterday, the Welsh Conservatives brought forward a debate calling on the Welsh Labour Government to make urgent representations to the UK Government to ensure Welsh charities, not-for-profits and voluntary organisations delivering public services will be included in the UK Government’s definition of ONS-defined public sector employees and will be as a result reimbursed for the rise in employer national insurance contributions.
Speaking after the Welsh Government voted against the Welsh Conservative motion, Janet said:
“Labour’s jobs tax will hit vital services, like those provided by hospices and care homes, because Labour Ministers refuse to exempt them.
“Tenovus is having to look for £250,000.
“Marie Curie is having to look for £258,000.
“Adferiad is having to look for £600,000.
“At a time when many charities are facing significant financial pressure, the cost of the Labour budget to these organisations, which the most vulnerable people rely on, is truly devastating. The changes to National Insurance should be scrapped”.

Yn Senedd Cymru ddoe, cyflwynodd y Ceidwadwyr Cymreig ddadl yn galw ar Lywodraeth Llafur Cymru i wneud sylwadau brys i Lywodraeth y DU i sicrhau y bydd elusennau, sefydliadau nid-er-elw a mudiadau gwirfoddol yng Nghymru sy'n darparu gwasanaethau cyhoeddus yn cael eu cynnwys yn niffiniad Llywodraeth y DU o weithwyr sector cyhoeddus a ddiffinnir gan y Swyddfa Ystadegau Gwladol ac y byddant o ganlyniad yn cael eu had-dalu am y cynnydd yng nghyfraniadau yswiriant gwladol cyflogwyr.
Wrth siarad ar ôl i Lywodraeth Cymru bleidleisio yn erbyn cynnig y Ceidwadwyr Cymreig, dywedodd Janet:
“Bydd treth swyddi Llafur yn taro gwasanaethau hanfodol, fel y rhai a ddarperir gan hosbisau a chartrefi gofal, oherwydd bod Gweinidogion Llafur yn gwrthod eu heithrio.
“Mae Tenovus yn gorfod dod o hyd i £250,000.
“Mae Marie Curie yn gorfod dod o hyd i £258,000.
“Mae Adferiad yn gorfod dod o hyd i £600,000.
“Ar adeg pan mae llawer o elusennau'n wynebu pwysau ariannol sylweddol, mae cost cyllideb Llafur i'r sefydliadau hyn, sefydliadau y mae'r bobl fwyaf agored i niwed yn dibynnu arnyn nhw, yn wirioneddol drychinebus. Dylid sgrapio'r newidiadau i Yswiriant Gwladol”.
