Article on Dŵr Cymru Welsh Water Fines on Sewage Failings

This week, it has been reported that yet again Dŵr Cymru has been fined £44.7 million by Ofwat for serious and unacceptable breaches in the company’s sewage and wastewater services, with Ofwat stating that Dŵr Cymru had failed to properly operate, maintain, and upgrade its wastewater network to ensure that it could cope with sewage levels.

On multiple occasions in the Senedd chamber, I have raised my concerns about Dŵr Cymru and the spills taking place in Welsh waters. It was only last summer that we saw fourteen pollution alerts in Aberconwy taking place in the span of six weeks, with visitors at the height of our tourism season being asked to avoid swimming and bathing along our coastline due to sewage leaks.

This, along with the fine issued to Dŵr Cymru in May 2025 for over 800 breaches of its environmental permits to discharge sewage, for which they cited an internal restructure, IT issues, and the pandemic as causes, is simply not good enough.

News of these fines comes at a time when we are seeing the average Dŵr Cymru customer’s water bill increase by 4.8% in 2026–27, from £652 to £683. This comes alongside the knowledge that the former CEO of Dŵr Cymru received a total of £892,000 in remuneration in 2021, including salary, benefits, pension, variable pay, and incentives, with a bonus of £91,000 in 2024.

This is completely unacceptable, and executives should not be able to claim bonuses if breaches like this are found. There needs to be greater accountability for our water companies.

The new Chief Executive for Dŵr Cymru, Roch Cheroux, stated in an evidence session with the Senedd’s Climate Change, Environment, and Infrastructure Committee:
“I have also witnessed the fact that we are not meeting customers’ expectations in a number of areas, and I do apologise for that.”

This, along with the new plan that Dŵr Cymru has set out, offers a sense of positive change, through which there can be collaboration to ensure that our water companies are held to account.

I would like to use this opportunity to reiterate my call for our outdated and insufficient water infrastructure to be urgently addressed, and for the monies from these fines to be delivered back into Wales. The Welsh Conservative would ensuring that out water companies are held to account, our water infrastructure is improved, and that the funds from these fines will be delivered back to Wales.

This latest breach by Dŵr Cymru, along with a series of burst water mains across the whole of Wales, is a clear example of why we need to see urgent action to update our water infrastructure.

Yr wythnos hon, clywsom fod Dŵr Cymru wedi cael dirwy arall o £44.7 miliwn gan Ofwat am doriadau difrifol ac annerbyniol yng ngwasanaethau carthffosiaeth a dŵr gwastraff y cwmni, gydag Ofwat yn nodi bod Dŵr Cymru wedi methu â gweithredu, cynnal a chadw nac uwchraddio ei rwydwaith dŵr gwastraff yn iawn i sicrhau ei fod yn gallu ymdopi â lefelau carthffosiaeth.

Ar sawl achlysur yn siambr y Senedd, rwyf wedi codi fy mhryderon am Dŵr Cymru a'r carthion sy'n cael eu gollwng i ddyfroedd ein gwlad. Dim ond yr haf diwethaf y gwelsom 14 o rybuddion llygredd yn Aberconwy mewn chwe wythnos, gyda gofyn i ymwelwyr osgoi nofio ac ymdrochi ar hyd ein harfordir oherwydd gollyngiadau carthffosiaeth.

Dydy hyn, ynghyd â'r ddirwy a roddwyd i Dŵr Cymru ym mis Mai 2025 am dorri ei drwyddedau amgylcheddol i ollwng carthffosiaeth dros 800 o weithiau - gan roi'r bai ar ailstrwythuro mewnol, problemau TG, a'r pandemig fel achosion – ddim yn ddigon da.

Daw'r newyddion am y dirwyon hyn ar adeg pan mae’r bil dŵr ar gyfartaledd i gwsmeriaid Dŵr Cymru wedi codi 4.8% yn 2026–27, o £652 i £683. Daw hyn law yn llaw â'r wybodaeth bod cyn-Brif Swyddog Gweithredol Dŵr Cymru wedi derbyn £892,000 o daliadau yn 2021, gan gynnwys cyflog, buddion, pensiwn, taliadau amrywiol, a chymhellion, gyda bonws o £91,000 yn 2024.

Mae hyn yn gwbl annerbyniol, ac ni ddylai swyddogion gweithredol allu hawlio bonysau os yw'r cwmni'n torri'r rheolau fel hyn. Mae angen mwy o atebolrwydd i'n cwmnïau dŵr.

Dywedodd Roch Cheroux, Prif Weithredwr newydd Dŵr Cymru, mewn sesiwn dystiolaeth i Bwyllgor Newid Hinsawdd, yr Amgylchedd a Seilwaith y Senedd:

“Rwyf hefyd yn sylwi nad ydyn ni'n bodloni disgwyliadau cwsmeriaid mewn sawl maes, ac rwy'n ymddiheuro am hynny.”

Mae hyn, ynghyd â'r cynllun newydd y mae Dŵr Cymru wedi'i gyflwyno, yn cynnig ymdeimlad o newid cadarnhaol, lle gellir cydweithio i sicrhau bod ein cwmnïau dŵr yn cael eu dwyn i gyfrif.

Hoffwn fanteisio ar y cyfle hwn i ailadrodd fy ngalwad am fynd i'r afael â'n seilwaith dŵr hen ffasiwn ac annigonol ar frys, a bod arian o'r dirwyon hyn yn dychwelyd i Gymru. Byddai'r Ceidwadwyr Cymreig yn sicrhau bod cwmnïau dŵr yn cael eu dwyn i gyfrif, bod ein seilwaith dŵr yn cael ei wella, ac y bydd yr arian o'r dirwyon hyn yn cael ei danfon yn ôl i Gymru.
