Polluters Should Pay for Fly-tipping Clean-up Costs/Llygrwyr ddylai dalu costau glanhau tipio anghyfreithlon

In 2023–2024, there were 42,171 reported incidents of fly-tipping in Wales, with 9,822 incidents reported in North Wales alone. The total cost of clearing these incidents for local authorities was nearly £2 million, with Conwy County Borough Council alone spending £52,622.

 

This is money that should be helping councils deliver other key services. Janet Finch-Saunders, the Member of the Welsh Parliament for Aberconwy, along with members of the Cross-party Group on Littering and Fly-tipping, is calling for tougher sanctions on those who fly-tip and for polluters to be held responsible for clean-up costs.

 

Commenting on her Member’s Legislative Proposal on Fly-tipping, Janet said:

 

“There needs to be a complete mindset shift when it comes to fly-tipping and littering. One way to achieve this is by implementing tougher sanctions on offenders, such as adding points to their driving licence or seizing the vehicles used in the offence. Stronger deterrents are essential to address this issue.

 

“The Welsh Conservatives will introduce these tougher sanctions and ensure that polluters pay for the clean-up. It is unacceptable that Welsh taxpayer money,  which should be funding local authority services, is being used to clean up the mess left behind by those who break the law. This is unfair, and it needs to be urgently addressed.”

Dylai’r arian hwn fod yn helpu cynghorau i ddarparu gwasanaethau allweddol eraill. Mae Janet Finch-Saunders, yr Aelod o’r Senedd dros Aberconwy, ynghyd ag aelodau o'r Grŵp Trawsbleidiol ar Daflu Sbwriel a Thipio Anghyfreithlon, yn galw am sancsiynau llymach ar y rhai sy'n tipio’n anghyfreithlon ac i lygrwyr orfod talu’r costau glanhau.

 

Wrth sôn am ei Chynnig Deddfwriaethol gan Aelod ar Dipio Anghyfreithlon, dywedodd Janet:

 

"Mae angen newid meddylfryd llwyr mewn perthynas â thipio anghyfreithlon a thaflu sbwriel. Un ffordd o gyflawni hyn yw trwy weithredu sancsiynau llymach ar droseddwyr, fel ychwanegu pwyntiau at eu trwydded yrru neu atafaelu'r cerbydau a ddefnyddiwyd yn y drosedd. Mae mesurau atal cryfach yn hanfodol i fynd i'r afael â'r mater hwn.

 

"Bydd y Ceidwadwyr Cymreig yn cyflwyno'r sancsiynau llymach hyn ac yn sicrhau mai’r llygrwyr sy’n talu’r costau glanhau. Mae'n annerbyniol bod arian trethdalwyr Cymru, a ddylai fod yn ariannu gwasanaethau awdurdodau lleol, yn cael ei ddefnyddio i lanhau'r llanast a adawyd ar ôl gan y rhai sy'n torri'r gyfraith. Mae hyn yn annheg, ac mae angen mynd i'r afael â hyn ar unwaith."
