
Following further correspondence with Conwy County Borough Council on moves to relocate the public library and the Tourist Information Centre from the town centre to Venue Cymru, it has been disclosed to Janet Finch-Saunders MS that the report detailing the outcome of the public consultation will not be published until July.
Despite the consultation process closing in the 23rd September 2024, the publication of the findings is being delayed further.
At a time when 1,800 people have signed a petition demanding that Conwy County Borough Council reconsider moving the library, as well as conducting a professional economic impact study of the proposed charges, the repeated delays by the Local Authority in disclosing the findings are a source of considerable frustration to the community.
Commenting on the proposals to move the library and tourist information centre, Janet said:
“I am very concerned by the apparent lack of transparency and accountability in terms of the democratic processes taking place around this very important matter.
“There has been a public consultation that took place from 8 August 2024 to the 23 September last year, instigated by the Local Authority. However, there remains a void in terms of providing feedback to us as elected members and more importantly, members of the public.
“Having written to the Local Authority on numerous occasions asking for the consultation responses, the information is being kept secret.
“I have no doubt that the consultation responses will be overwhelmingly opposed to this extremely poor plan by Conwy County Borough Council, and as such that this may have been a contributory factor in them delaying, and even potentially not wanting, the disclosure of the findings.
“This disastrous plan for Llandudno and the apparent tick box exercise consultation were promoted by Cllr Aaron Wynne, then Cabinet Member for Culture, Governance and IT. He, and the current portfolio holder, Cllr Dilwyn Owain Roberts, should hold their heads in shame for the complete failure to ensure that the Local Authority is open and transparent on this serious issue. Their leadership on this matter can only be described as disastrous, and I intend to take this matter to the Public Service Ombudsman for Wales.
“The report needs to be published NOW”.

Er bod y broses ymgynghori yn cau ar 23 Medi 2024, mae cyhoeddi'r canfyddiadau wedi’i ohirio ymhellach.
Gyda 1,800 o bobl wedi llofnodi deiseb yn mynnu bod Cyngor Bwrdeistref Sirol Conwy yn ailystyried symud y llyfrgell, ac astudiaeth effaith economaidd broffesiynol wedi ei chynnal o'r costau arfaethedig, mae'r oedi cyson hwn gan yr Awdurdod Lleol i ddatgelu'r canfyddiadau yn destun rhwystredigaeth sylweddol i'r gymuned.
Wrth sôn am y cynigion i symud y llyfrgell a'r ganolfan groeso, dywedodd Janet:
"Rwy'n bryderus iawn ynghylch y diffyg tryloywder ac atebolrwydd ymddangosiadol o ran y prosesau democrataidd sy'n digwydd mewn perthynas â’r mater pwysig iawn hwn.
"Cynhaliwyd ymgynghoriad cyhoeddus rhwng 8 Awst 2024 a 23 Medi y llynedd, wedi'i ysgogi gan yr Awdurdod Lleol. Fodd bynnag, rydym yn y dal i ddisgwyl adborth fel aelodau etholedig ac yn bwysicach fyth, mae aelodau’r cyhoedd hefyd yn dal i ddisgwyl adborth.
"Ar ôl ysgrifennu at yr Awdurdod Lleol ar sawl achlysur yn gofyn am yr ymatebion i'r ymgynghoriad, mae'r wybodaeth yn cael ei chadw'n gyfrinachol.
"Does gen i ddim amheuaeth y bydd yr ymatebion i'r ymgynghoriad yn gwrthwynebu'r cynllun hynod wael hwn gan Gyngor Bwrdeistref Sirol Conwy, ac felly gallai hyn fod wedi bod yn ffactor cyfrannol am yr oedi, ac mae’n bosibl nad ydyn nhw hyd yn oed eisiau datgelu'r canfyddiadau.
"Hyrwyddwyd y cynllun trychinebus hwn ar gyfer Llandudno a'r ymgynghoriad ymarfer ticio bocsys ymddangosiadol hwn gan y Cynghorydd Aaron Wynne, a oedd ar y pryd yn Aelod o’r Cabinet dros Ddiwylliant, Llywodraethu a TG. Dylai ef, a deiliad presennol y portffolio, y Cynghorydd Dilwyn Owain Roberts, gywilyddio am y methiant llwyr i sicrhau bod yr Awdurdod Lleol yn agored ac yn dryloyw ar y mater
difrifol hwn. Gellir disgrifio eu harweinyddiaeth ar y mater hwn fel un trychinebus, ac rwy'n bwriadu mynd â'r mater hwn at Ombwdsmon Gwasanaethau Cyhoeddus Cymru.
