Calls have been made for the ECO4 Scheme to be suspended whilst measures are put in place to ensure that projects are finished to a high standard.
Janet Finch-Saunders, Member of the Welsh Parliament for Aberconwy, made the calls after long campaigning to highlight problems residents are encountering.
ECO4 runs from April 2022 to March 2026 and focuses on the least energy-efficient homes, typically those with an Energy Performance Certificate (EPC) rating of D or lower.
Commenting on the ECO4 scheme, Janet said:
“Across Aberconwy residents are receiving leaflets from different businesses advertising that they could potentially qualify for free home efficiency upgrades.
“I have long warned of serious problems relating to the Eco 4 scheme, such as heat pumps being fitted without drainage, systems not being compatible with the national power grid supply, tripping leaving households without electricity, hot water, and heat, and much more.
“There seem to be no inspections, no accountability, no answerability for use of tax payers money.
“The scheme should be suspended until measures are in place to ensure that works are finished to a high standard and that residents will not be left worse off.”

Mae ECO4 yn rhedeg o fis Ebrill 2022 hyd fis Mawrth 2026 ac mae’n canolbwyntio ar y cartrefi lleiaf effeithlon o ran ynni, fel arfer y rhai sydd â sgôr Tystysgrif Perfformiad Ynni (EPC) o D neu is.
Wrth gynnig sylwadau ar y cynllun ECO4, dywedodd Janet:
“Ar draws Aberconwy, mae trigolion yn derbyn taflenni gan wahanol fusnesau yn hysbysebu y gallent fod yn gymwys i uwchraddio effeithlonrwydd ynni eu cartref am ddim.
“Rwyf wedi rhybuddio ers tro byd am broblemau difrifol yn ymwneud â’r cynllun ECO4, fel pympiau gwres yn cael eu gosod heb system ddraenio, systemau sy’n anghydnaws â chyflenwad pŵer y Grid Cenedlaethol, a thorri’r cyflenwad gan adael cartrefi heb drydan, dŵr poeth, gwres a llawer mwy.
“Mae’n ymddangos nad oes unrhyw arolygiadau, dim cyfrifoldeb, dim atebolrwydd am ddefnyddio arian trethdalwyr.
“Dylai’r cynllun gael ei oedi nes bod mesurau ar waith i sicrhau bod y gwaith yn cael ei orffen i safon uchel ac na fydd trigolion mewn sefyllfa waeth ar ôl y gwaith.”
