Janet Finch-Saunders, Member of the Welsh Parliament for Aberconwy is deeply concerned by a response from the Cabinet Secretary for Finance regarding potential rises in income tax.

Following a question to the Cabinet Secretary for Finance and Welsh Language, The Rt Hon Mark Drakeford MS, refused to rule out an income tax rise in 2025-26, saying “devolved taxes will be considered as part of the preparation of the Draft Budget”.

This comes alongside news that the UK Budget, due to be outlined at the end of October, will contain several tax increases with the Prime Minister, the Rt Hon Sir Kier Starmer, explaining that his party’s first budget “is going to be painful”.

Commenting on the news Janet said:

“Sadly, I feared that this was going to be the case. Mark Drakeford has already outlined that he thinks that raising the basic 20p rate would bring in significant money.

“Now it seems that the Welsh Government are seriously considering raising the threshold for the basic rate of income tax.

“In my eyes this would be punitive measure that will hit people who are already struggling with council tax and energy bills, especially as we move into the colder months.

“Combine this with the fact the UK Labour Government want to take Winter Fuel Payments away, a tax hike of this proportion would mean misery for people across Wales.

“At a time when we need to be stimulating growth, the very last thing that we need is increased taxation, especially on those who are already seeing a large percentage of their earnings going on taxation, food and energy”.

Mae Janet Finch-Saunders, yr Aelod o’r Senedd dros Aberconwy, yn bryderus iawn am ymateb gan Ysgrifennydd y Cabinet dros Gyllid ynghylch cynnydd posibl yn y dreth incwm.

Yn dilyn cwestiwn i Ysgrifennydd y Cabinet dros Gyllid a'r Gymraeg, gwrthododd y Gwir Anrhydeddus Mark Drakeford AS, ddiystyru codiad treth incwm yn 2025-26, gan ddweud y bydd "trethi datganoledig yn cael eu hystyried fel rhan o’r gwaith o baratoi'r Gyllideb Ddrafft".

Daw hyn law yn llaw â'r newyddion y bydd Cyllideb y DU, sydd i fod i gael ei hamlinellu ddiwedd mis Hydref, yn cynnwys nifer o godiadau mewn trethi, gyda Phrif Weinidog y DU, y Gwir Anrhydeddus Syr Kier Starmer, yn egluro bod cyllideb gyntaf ei blaid "yn mynd i fod yn boenus".

Wrth gyfeirio at y newyddion dywedodd Janet:

"Yn anffodus, roeddwn i'n ofni mai dyma fyddai'n digwydd. Mae Mark Drakeford eisoes wedi amlinellu ei fod yn credu y byddai codi'r gyfradd sylfaenol o 20c yn dod ag arian sylweddol i’r coffrau.

"Mae’n ymddangos erbyn hyn fod Llywodraeth Cymru yn ystyried o ddifrif codi'r trothwy ar gyfer cyfradd sylfaenol y dreth incwm.

"Yn fy marn i, byddai hwn yn fesur cosbol a fydd yn taro pobl sydd eisoes yn cael trafferth gyda’r dreth gyngor a biliau ynni, yn enwedig wrth i ni symud i'r misoedd oerach.

"Cyfunwch hyn â'r ffaith fod Llywodraeth Lafur y DU am ddiddymu’r Taliadau Tanwydd Gaeaf, byddai codiad treth o'r gyfran hon yn golygu trallod i bobl ledled Cymru.

"Ar adeg pan mae angen i ni fod yn ysgogi twf, y peth olaf sydd ei angen arnom yw mwy o drethiant, yn enwedig yn achos y rheiny sydd eisoes yn gweld canran fawr o'u henillion yn mynd ar drethi, bwyd ac ynni".
