The Cabinet of Conwy County Borough Council decided against the recommendation by cross-party councillors that the toilet closures be suspended until statistics are provided on the use of toilets and that a meaningful consultation has been carried out with County Councillors and Town and Community Councils.
During a Cabinet meeting on 10/09/2024 the Cabinet decided to go ahead with the toilet closures.
The Member of the Cabinet are:
- Councillor Penny Andow
- Councillor Chris Cater
- Councillor Goronwy O. Edwards
- Councillor Julie Fallon
- Councillor Charlie McCoubrey
- Councillor Emily Owen
- Councillor Elizabeth Roberts
- Councillor Nigel Smith
- Councillor Geoff Stewart
- Councillor Aaron Wynne
Commenting on the decision of the Cabinet to close toilets, Janet said:
“It is obvious that this current Cabinet and its Leader have no respect of the true democratic processes of the Local Authority.
“To renege on a promise made to all councillors that they would be consulted on which toilets could be saved from closure, and ignore the calls from previous meetings, is unacceptable. In fact, it is apparent to me as a former county councillor myself that this current Labour, Plaid, and Ind Cabinet is not fit for purpose.
“All back benchers have a role in scrutinising and challenging the management of the Local Authority, and in this case the Cabinet are in charge. Once again, I believe that the Wales Audit Office should be called in to examine the democratic process and the financial decisions taken by the Cabinet of Conwy County Borough Council.
“There also needs to be a review as to whether the current Cabinet system as opposed to the committee structure is really the best model for residents in Aberconwy.
“I fully support the Welsh Conservative plan to call in the Cabinet decision and would encourage all members of the public concerned about toilet closures to attend this meeting in person.”

Mae Cabinet Cyngor Bwrdeistref Sirol Conwy wedi penderfynu yn erbyn argymhelliad cynghorwyr trawsbleidiol y dylid atal cau'r toiledau hyd fod ystadegau yn cael eu darparu ar y defnydd o doiledau a bod ymgynghoriad ystyrlon wedi'i gynnal gyda Chynghorwyr Sir a Chynghorau Cymuned a Thref.
Yn ystod cyfarfod y Cabinet ar 10/09/2024 penderfynodd y Cabinet fwrw ymlaen â'r bwriad i gau toiledau.
Aelodau'r Cabinet yw:
- Y Cynghorydd Penny Andow
- Y Cynghorydd Chris Cater
- Y Cynghorydd Goronwy O. Edwards
- Y Cynghorydd Julie Fallon
- Y Cynghorydd Charlie McCoubrey
- Y Cynghorydd Emily Owen
- Y Cynghorydd Elizabeth Roberts
- Y Cynghorydd Nigel Smith
- Y Cynghorydd Geoff Stewart
- Y Cynghorydd Aaron Wynne
Wrth sôn am benderfyniad y Cabinet i gau toiledau, dywedodd Janet:
"Mae'n amlwg nad oes gan y Cabinet presennol a'i Arweinydd unrhyw barch at wir brosesau democrataidd yr Awdurdod Lleol.
"Mae torri addewid a wnaed i'r holl gynghorwyr y byddai’n ymgynghori â nhw ynghylch pa doiledau y gellid eu harbed rhag cau, ac anwybyddu'r galwadau o gyfarfodydd blaenorol, yn annerbyniol. Yn wir, mae'n amlwg i mi fel cyn-gynghorydd sir fy hun nad yw'r Cabinet Llafur, Plaid ac Annibynwyr presennol hwn yn addas i'r diben.
"Mae gan bob aelod ar y meinciau cefn rôl i graffu a herio’r ffordd y caiff yr Awdurdod Lleol ei reoli, ac yn yr achos hwn y Cabinet sydd wrth y llyw. Unwaith eto, credaf y dylid galw ar Swyddfa Archwilio Cymru i archwilio'r broses ddemocrataidd a'r penderfyniadau ariannol a wnaed gan Gabinet Cyngor Bwrdeistref Sirol Conwy.
"Mae angen adolygu hefyd ai’r system Cabinet bresennol yn hytrach na'r strwythur pwyllgorau yw'r model gorau i drigolion Aberconwy.
"Rwy'n llwyr gefnogi cynllun y Ceidwadwyr Cymreig i gwestiynu penderfyniad y Cabinet, a byddwn yn annog pob aelod o'r cyhoedd sy'n poeni am gau toiledau i fynychu'r cyfarfod hwn yn bersonol."
