Conwy Council Delaying Action on Sappers Bridge / Cyngor Conwy yn oedi cyn gweithredu ar Bont y Soldiwr

Sappers

Conwy County Borough Council has advised that concept designs for a new bridge should be finished in the next few weeks, which represents a further delay in the project to see the key crossing between both sides of Betws-y-Coed restored.

On 2 June 2023, the Local Authority provided a statement for the public meeting being held by Janet Finch-Saunders MS, which noted that:

“The Council expect to have concept drawings available in July and will then hold an information event in the village.”

It is now expected that the concept drawings will be ready, at the earliest, in August.

This further delay is on top of the fact that the 93 year old Sappers Bridge has been closed since December 2021.

The Local Authority have also written to the Member of the Welsh Parliament for Aberconwy so to advise that they will not be pursuing her idea of a temporary bridge due to the size and cost of the scheme; will not be pursuing her idea of a shuttle service due to cost; and that her idea of amending the Fflecsi service so that it operates after 7:00pm would be down to Welsh Government.

Commenting on the latest response from Conwy County Borough Council, Janet said:

“20 months since the closure of a key bridge that links both sides of Betws-y-Coed, Conwy County Borough Council have failed to offer any short term solution to try and mitigate the serious problems caused.

“Even by today, the Local Authority has not finished the concept drawings for a new bridge.

“This is yet another local example of the public sector’s complete failure to achieve positive outcomes in a timely manner.

“The situation is extremely serious, with the closure causing businesses to lose customers, locals and visitors to make long walks beside trunk roads, and people driving rather than walking to leading attractions such as Zip World Fforest.

“It should be clear to all why several residents and business owners in the village feel completely ignored by Conwy Council”.

Mae Cyngor Bwrdeistref Sirol Conwy wedi cynghori y dylid bod wedi gorffen cynlluniau cysyniadol ar gyfer pont newydd yn ystod yr wythnosau nesaf, sy'n golygu oedi pellach yn y prosiect i weld y groesfan allweddol rhwng y ddwy ochr o Fetws-y-coed yn cael ei hadfer.

Ar 2 Mehefin 2023, darparodd yr Awdurdod Lleol ddatganiad ar gyfer y cyfarfod cyhoeddus a gynhaliwyd gan Janet Finch-Saunders AS, a oedd yn nodi:

"Mae'r Cyngor yn disgwyl y bydd lluniadau cysyniadol ar gael ym mis Gorffennaf ac yna bydd yn cynnal digwyddiad rhannu gwybodaeth yn y pentref."

Disgwylir y bydd y lluniadau cysyniadol yn barod ym mis Awst, ar y cynharaf.

Mae'r oedi pellach hwn ar ben y ffaith bod Pont y Soldiwr, sy’n 93 oed, wedi bod ar gau ers mis Rhagfyr 2021.

Mae'r Awdurdod Lleol hefyd wedi ysgrifennu at yr Aelod o’r Senedd dros Aberconwy er mwyn cynghori na fyddant yn dilyn ei syniad o bont dros dro oherwydd maint a chost y cynllun; nac yn dilyn ei syniad o wasanaeth gwennol oherwydd y costau; ac mai Llywodraeth Cymru fyddai'n gyfrifol am ei syniad o ddiwygio’r gwasanaeth Fflecsi fel ei fod yn gweithredu ar ôl 7:00pm.

Wrth sôn am yr ymateb diweddaraf gan Gyngor Bwrdeistref Sirol Conwy, dywedodd Janet:

"20 mis ers cau’r bont allweddol sy'n cysylltu dwy ochr Betws-y-coed, mae Cyngor Bwrdeistref Sirol Conwy wedi methu â chynnig unrhyw ateb tymor byr i geisio datrys y problemau difrifol a achoswyd.

"Hyd yn oed erbyn heddiw, nid yw'r Awdurdod Lleol wedi gorffen y lluniadau cysyniad ar gyfer pont newydd.

"Dyma enghraifft leol arall eto o fethiant llwyr y sector cyhoeddus i gyflawni canlyniadau cadarnhaol yn brydlon.

"Mae'r sefyllfa yn un ddifrifol iawn, gyda'r cau yn achosi i fusnesau golli cwsmeriaid, gyda phobl leol ac ymwelwyr yn gorfod teithio am amser maith ar gefnffyrdd, a phobl yn gyrru yn hytrach na cherdded i atyniadau blaenllaw fel Zip World Forest.

"Dylai fod yn glir i bawb pam mae nifer o drigolion a pherchnogion busnes yn y pentref yn teimlo eu bod yn cael eu hanwybyddu'n llwyr gan Gyngor Conwy".
