Finance at North Wales Health Board Under Further Scrutiny / Craffu pellach ar gyllid ym Mwrdd Iechyd Gogledd Cymru

Betsi Cadwaladr University Health Board has come under further scrutiny as if finished 2022/23 with a £196million deficit, and is now projecting a £134million deficit at the end of 2023/24.

 

The figures were disclosed ahead of the Health Board meeting on 22 June 2023.

 

This follows on from the ongoing concerns about the Health Board, including about leadership and financial management. An Ernst and Young report found that finance officials deliberately made incorrect entries into accounts, as part of the scandal which saw £122m not properly accounted for.

 

Commenting on the financial position of the Health Board, Janet said:

 

“The news that the Health Board is expected to finish the year £134million in deficit does not fill me with confidence that they have effective financial management in place.

 

“Residents of Aberconwy have already had cause for alarm with the disclosure of the £122m scandal, and now, even with special measures, the best the management team can deliver is a huge excess spend.

 

“I urge the Health Board and Minister for Health and Social Services to outline in detail why there is a massive deficit this year.  The public have a right to know where every single penny is being spent, and what action is being taken to ensure that Betsi Cadwaladr is operating as efficiently and effectively as possible.”

Mae hyn yn dilyn pryderon parhaus am y Bwrdd Iechyd, gan gynnwys am arweinyddiaeth a rheolaeth ariannol. Canfu adroddiad Ernst and Young fod swyddogion cyllid yn gwneud cofnodion anghywir mewn cyfrifon yn fwriadol, fel rhan o'r sgandal lle nad oedd posibl cyfrif am £122 miliwn yn iawn.

 

Wrth sôn am sefyllfa ariannol y Bwrdd Iechyd, dywedodd Janet:

 

"Dyw'r newyddion bod disgwyl i'r Bwrdd Iechyd orffen y flwyddyn gyda £134 miliwn o ddiffyg ddim yn rhoi hyder i rywun bod ganddyn nhw reolaeth ariannol effeithiol ar waith.

 

"Mae trigolion Aberconwy eisoes wedi cael braw ar ôl ddatgelu'r sgandal £122 miliwn, a nawr, hyd yn oed gyda mesurau arbennig, y gorau y gall y tîm rheoli ei gyflawni yw gwariant gormodol enfawr.

 

"Rwy'n annog y Bwrdd Iechyd a'r Gweinidog Iechyd a Gwasanaethau Cymdeithasol i amlinellu'n fanwl pam mae yna ddiffyg enfawr eleni. Mae gan y cyhoedd hawl i wybod ble mae pob ceiniog yn cael ei gwario, a pha gamau sy'n cael eu cymryd i sicrhau bod Betsi Cadwaladr yn gweithredu mor effeithlon ac effeithiol â phosibl."
