Calls in the Welsh Parliament for North Wales Health Board to Publish Report / Galwadau yn y Senedd ar Fwrdd Iechyd Gogledd Cymru i gyhoeddi adroddiad

Janet Finch-Saunders MS has spoken out in the Welsh Parliament about the need for the Welsh Government and Betsi Cadwaladr University Health Board (BCUHB) to publish the Ernst and Young report into the fact that £122m was not properly accounted for by BCUHB.

The Member for Aberconwy supported the motion presented by the Welsh Conservatives which noted that given the findings in the Ernst & Young report, that a wider and independent review be undertaken to provide assurances that:

a) the practices identified at the BCUHB are not happening in other NHS organisations in Wales;

b) financial years prior to those reviewed by Ernst & Young were not affected by similar practices.

Speaking after the debate, Janet said:

“The Welsh Government appoints the board members. The Welsh Government allocates tax payers money to the Health Board. The Welsh Government has the Board in special measures. The Welsh Government does have levers at its disposal to ensure that the report is published.

“Leadership has been a failure for at least 7 years, so there is a real chance that the findings in the Ernst & Young report could be seen in financial years prior to those reviewed.

“By refusing to support reasonable Welsh Conservative calls for complete transparency and an independent review, the Welsh Government is protecting failed leadership and eroding whatever confidence there is left in North Wales.”

Mae Janet Finch-Saunders AS wedi siarad yn y Senedd am yr angen i Lywodraeth Cymru a Bwrdd Iechyd Prifysgol Betsi Cadwaladr (BIPBC) gyhoeddi adroddiad Ernst & Young ar y ffaith nad oedd BIPBC yn gallu esbonio’n iawn lle gwariwyd £122m.

Roedd yr Aelod dros Aberconwy yn cefnogi’r cynnig a gyflwynwyd gan y Ceidwadwyr Cymreig oedd yn nodi y dylid cynnal adolygiad ehangach ac annibynnol o ystyried y canfyddiadau yn adroddiad Ernst & Young er mwyn rhoi sicrwydd:

a) nad yw'r arferion a nodwyd yn BIPBC yn digwydd mewn sefydliadau GIG eraill yng Nghymru;

b) nad oedd arferion tebyg wedi effeithio ar flynyddoedd ariannol eraill cyn y rhai a adolygwyd gan Ernst & Young

Yn siarad ar ôl y ddadl, dywedodd Janet:

"Llywodraeth Cymru sy’n penodi aelodau'r Bwrdd. Mae Llywodraeth Cymru yn dyrannu arian trethdalwyr i'r Bwrdd Iechyd. Mae Llywodraeth Cymru wedi rhoi mesurau arbennig ar waith ar gyfer y Bwrdd. Mae gan Lywodraeth Cymru ffyrdd o sicrhau bod yr adroddiad yn cael ei gyhoeddi.

"Mae’r arweinyddiaeth wedi bod yn fethiant am o leiaf 7 mlynedd, ac mae posibilrwydd gwirioneddol y gellid gweld canfyddiadau adroddiad Ernst & Young mewn blynyddoedd ariannol eraill cyn y rhai a adolygwyd.

"Trwy wrthod cefnogi galwadau rhesymol gan y Ceidwadwyr Cymreig am dryloywder llwyr ac adolygiad annibynnol, mae Llywodraeth Cymru yn amddiffyn arweinyddiaeth sy’n methu ac yn chwalu pa bynnag hyder sydd ar ôl yng Ngogledd Cymru."
