UK Government & Welsh Government agree to new common frameworks to bridge policy differences / Llywodraethau Cymru a'r DU yn cytuno ar fframweithiau cyffredin newydd i bontio gwahaniaethau polisi

The UK Government has been working with devolved administrations to establish common frameworks on how to manage divergence in certain policy areas that were formerly governed at an EU level.

The UK & Welsh Governments have now agreed to 26 common frameworks, covering a range of devolved policy areas, including food safety, air quality and public procurement.

Commenting on the new Janet said:

“I am absolutely delighted to see that the UK Government continue to take leadership to resolve and properly manage divergences of policy between the UK and Welsh Governments. For example, the Animal health and welfare provisional common framework commit both administrations to working collaboratively on all animal health and wellbeing law, not just retained EU law, to ensure that divergence in policy in minimised.

“Many of these frameworks have already been operating on an interim basis following the UK’s official exit from the EU, however, I am pleased to see these common frameworks are now going to be published and placed before the relevant scrutiny committees both in Westminster and the Senedd.

“I would commend the UK Government for taking leadership on this issue and working with devolved administrations across the UK to establish these agreements. Despite the COVID-19 pandemic and the war in Ukraine the UK Government has kept to its commitment to deliver on Brexit and these frameworks prove that.”

Llywodraethau Cymru a'r DU yn cytuno ar fframweithiau cyffredin newydd i bontio gwahaniaethau polisi  

Mae Llywodraeth y DU wedi bod yn gweithio gyda'r gweinyddiaethau datganoledig i sefydlu fframweithiau cyffredin ar sut i reoli'r gwahaniaethau mewn rhai meysydd polisi a arferai gael eu llywodraethu ar lefel yr UE.

Mae Llywodraethau'r DU a Chymru wedi cytuno ar 26 o fframweithiau cyffredin erbyn hyn, gan gwmpasu amrywiaeth o feysydd polisi datganoledig, gan gynnwys diogelwch bwyd, ansawdd aer a chaffael cyhoeddus.

Meddai Janet:

“Rwy'n falch iawn o weld bod Llywodraeth y DU yn parhau i gymryd yr awenau i ddatrys y gwahaniaethau polisi rhwng llywodraethau Cymru a'r DU, a'u rheoli'n briodol. Er enghraifft, mae'r fframwaith cyffredin dros dro ar iechyd a lles anifeiliaid yn ymrwymo'r ddwy weinyddiaeth i weithio ar y cyd ar bob cyfraith iechyd a lles anifeiliaid, nid dim ond cadw cyfraith yr UE, er mwyn lleihau'r gwahaniaethau polisi.

“Mae llawer o'r fframweithiau hyn wedi bod yn gweithredu dros dro eisoes yn dilyn ymadawiad swyddogol y DU o'r UE, fodd bynnag, rwy'n falch o weld bod y fframweithiau cyffredin hyn am gael eu cyhoeddi a'u gosod gerbron y pwyllgorau craffu yn Senedd a San Steffan yn awr.

“Hoffwn ganmol llywodraeth y Deyrnas Unedig am gymryd yr awenau ar y mater hwn a gweithio gyda gweinyddiaethau datganoledig ar draws y DU i sefydlu'r cytundebau hyn. Er gwaethaf pandemig COVID-19 a'r rhyfel yn Wcráin mae Llywodraeth y DU wedi cadw at ei hymrwymiad i gyflawni ar Brexit ac mae'r fframweithiau hyn yn profi hynny.”
