The Member of the Welsh Parliament for Aberconwy – Janet Finch-Saunders MS – has welcomed the announcement by Network Rail that a working group is to be established to provide a framework for jointly exploring all practicable options at this site which has seen the pedestrian crossing over the railway in Deganwy closed since 2011.

The working group is to include:

  • Transport for Wales
  • Conwy County Borough Council
  • Sustrans
  • Local elected representatives
  • and other key stakeholders

There is also a clear commitment to involve the local community.

Commenting on Network Rail’s decision to establish the working group, Janet said:

“The closure of the Pentywyn crossing by stealth in the early hours of the morning and without any notice or consultation of residents in 2011, continues to be a major concern.

“For over a decade I have been pleased to work with residents and elected representatives. We have seen Planning Inspectorate Wales take the decision that there remains a public right of way at the railway crossing at Warren Drive/Glan y Mor Road, and the Special General Licensing Committee, Conwy County Borough Council, vote to quash an application by Network Rail to close footpath.

“As I have said before, it is reasonably practicable to make the crossing safe.

“According to the Tywyn Footpath Level Crossing Impact Assessment Report from Network Rail, closure by diversion to a stepped footbridge could eliminate all risk.

“I am grateful to Network Rail for making an admiral decision to establish a working group to explore practical options to address safety concerns”.

Mae Janet Finch-Saunders, Aelod o'r Senedd dros Aberconwy, wedi croesawu cyhoeddiad Network Rail y bydd gweithgor yn cael ei sefydlu i ddarparu fframwaith ar gyfer cyd-archwilio'r holl opsiynau ymarferol ar y safle hwn yn Neganwy, lle mae'r groesfan gerddwyr ar gau ers 2011.

Bydd y gweithgor yn cynnwys:

- Trafnidiaeth Cymru

- Cyngor Bwrdeistref Sirol Conwy

- Sustrans

- Cynrychiolwyr etholedig lleol

- a rhanddeiliaid allweddol eraill

Mae ymrwymiad clir i gynnwys y gymuned leol hefyd.

Wrth sôn am benderfyniad Network Rail i sefydlu'r gweithgor, dywedodd Janet:

“Mae cau croesfan Pentywyn yn ddistaw bach yn oriau mân y bore a heb unrhyw rybudd nac ymgynghoriad gyda thrigolion yn 2011, yn parhau i fod yn destun pryder mawr.

“Dwi wedi gweithio ar y mater hwn gyda thrigolion a chynrychiolwyr etholedig ers degawd a mwy. Rydym wedi gweld Arolygiaeth Gynllunio Cymru yn penderfynu bod hawl tramwy cyhoeddus ar y groesfan reilffordd yn Warren Drive/Ffordd Glan y Môr o hyd, a'r Pwyllgor Trwyddedu Cyffredinol Arbennig, Cyngor Bwrdeistref Sirol Conwy, yn pleidleisio i ddiddymu cais Network Rail i gau'r llwybr troed.

“Fel yr wyf wedi dweud o'r blaen, mae'n gwneud y groesfan yn ddiogel yn rhesymol ymarferol.

“Yn ôl adroddiad asesiad effaith Network Rail ar lwybr troed croesfan Tywyn, gallai cau drwy wyro i bont droed risiog ddileu pob risg.

“Rwy'n ddiolchgar i Network Rail am wneud penderfyniad i sefydlu gweithgor i archwilio opsiynau ymarferol i fynd i'r afael â phryderon diogelwch”.
