Aberconwy MS Presents Third Objection Letter to Llandudno Housing Development / AS Aberconwy yn cyflwyno trydydd llythyr gwrthwynebu i ddatblygiad tai yn Llandudno

Since the application to build 49 dwellings on Bodafon Fields, Nant-y-Gamar Road, Craig-y-Don, was first registered in June 2021, Janet Finch-Saunders, Member of the Welsh Parliament for Aberconwy, has been working with the community to scrutinise the application.

The application would see housing built on land which forms part of a Registered Historic Landscape, and is situated right next to Ysgol Gogarth and Llys Gogarth residential facility.

The Member of the Welsh Parliament has now submitted a third letter objecting to the development.

Commenting on her campaign with constituents to oppose the development, Janet said:

“It is frustrating that Anwyl have made this application.  With one hand they wish to build houses on Bodafon fields, yet with the other they are not delivering homes in West Shore where the iconic Gogarth Abbey Hotel used to stand.  With this in mind, the development would make a mockery of the planning system in Wales if it had the go ahead.

“I have provided numerous examples of planning policy areas where I believe the application is in breach, such as the mix of market housing types; the need to protect and, where appropriate, enhance cultural and heritage assets; possible impact on archaeological interests; shortage of parking spaces; no provision of electric vehicle charging points; the potential impact on Ysgol Gogarth and Llys Gogarth; and access to Ysgol Bodafon.

“It seems that the Local Authority, if they approve the development, are willing for children to walk and cycle to Ysgol Bodafon along a narrow rural lane which is not capable of being improved to meet modern standards. Would you be happy for your children to walk or cycle to school along a narrow road which has no pavement?

“Local residents and I have been highlighting concerns about the potential impact on Ysgol Gogarth from the outset, and now we have it in writing in the equality impact assessment completed by Red Shiny Apple Ltd that there is considered to be substantial impact upon disabled children presented by the planning proposal, and that a number of areas have been analysed and considered to breach the legal threshold of the Equality Act 2010 as having a substantial impact upon disabled children.

“As I have said before, the Planning Committee should stand firm with the residents and democratically elected representatives of Aberconwy, from Town Council to Welsh Parliament, and refuse permission for this development.

“It is the youngest and most vulnerable in society who it would negatively affect the most.

“I implore the Planning Committee to do the right thing and reject this planning application”.

Ers i'r cais i adeiladu 49 o dai ar Gaeau Bodafon, Ffordd Nant-y-gamar, Craig-y-Don, gael ei gofrestru am y tro cyntaf ym mis Mehefin 2021, mae Janet Finch-Saunders, yr AS dros Aberconwy, wedi bod yn gweithio gyda'r gymuned i graffu ar y cais.

Byddai'r cais yn golygu adeiladu tai ar dir sy'n rhan o Dirwedd Hanesyddol Gofrestredig, ac sydd wedi'i leoli ger Ysgol y Gogarth a chartref gofal Llys Gogarth.

Mae'r Aelod o’r Senedd bellach wedi cyflwyno trydydd llythyr yn gwrthwynebu'r datblygiad.

Wrth sôn am ei hymgyrch gydag etholwyr i wrthwynebu'r datblygiad, dywedodd Janet:

“Mae'n rhwystredig bod Anwyl wedi gwneud y cais hwn.  Ar un llaw, maen nhw am godi tai ar gaeau Bodafon, ond ar y llaw arall dydyn nhw ddim yn darparu cartrefi ym Mhen Morfa lle'r arferai gwesty eiconig y Gogarth Abbey sefyll. O gofio hyn, byddai'r datblygiad yn bwrw sen ar y system gynllunio yng Nghymru pe bai'n cael sêl bendith.

“Rwyf wedi darparu enghreifftiau niferus o feysydd polisi cynllunio lle credaf fod y cais yn torri'r rheolau, fel y gymysgedd o fathau o dai ar y farchnad; yr angen i ddiogelu a, lle y bo'n briodol, gwella asedau diwylliannol a threftadaeth; effaith bosibl ar fuddiannau archeolegol; prinder llefydd parcio; dim darpariaeth pwyntiau gwefru ar gyfer cerbydau trydan; yr effaith bosibl ar Ysgol y Gogarth a Llys Gogarth; a mynediad i Ysgol Bodafon.

“Mae'n ymddangos bod yr Awdurdod Lleol, os ydyn nhw'n cymeradwyo'r datblygiad, yn fodlon i blant gerdded a beicio i Ysgol Bodafon ar hyd lôn wledig gul nad oes modd ei gwella i fodloni safonau modern. A fyddech chi’n hapus i'ch plant gerdded neu feicio i'r ysgol ar hyd ffordd gul heb balmant?

“Mae’r trigolion lleol a minnau wedi tynnu sylw at bryderon am yr effaith bosibl ar Ysgol y Gogarth o'r cychwyn cyntaf, a nawr bod gennym brawf ysgrifenedig o'r asesiad o'r effaith ar gydraddoldeb a gwblhawyd gan Red Shiny Apple Ltd sy'n ystyried bod y cynnig cynllunio yn creu effaith sylweddol ar blant anabl, a bod nifer o feysydd wedi'u dadansoddi a'u hystyried yn torri trothwy cyfreithiol Deddf Cydraddoldeb 2010 fel rhai a fyddai’n cael effaith sylweddol ar blant anabl.

“Fel y soniais o'r blaen, dylai'r Pwyllgor Cynllunio sefyll yn gadarn gyda thrigolion a chynrychiolwyr Aberconwy a etholwyd yn ddemocrataidd, o Gyngor y Dref i Senedd Cymru, a gwrthod caniatâd ar gyfer y datblygiad hwn.

“Yr ieuengaf a'r mwyaf agored i niwed mewn cymdeithas fyddai’n cael eu heffeithio’n bennaf.

“Rwy'n erfyn ar y Pwyllgor Cynllunio i wneud y peth iawn a gwrthod y cais cynllunio hwn”.
