Lynne Neagle MS/AS, Cabinet Secretary for Education, has written confirming that school behaviour policies apply not only during the school day, but also during travel to and from school, and in any context where a learner is identifiable as a member of the school community.
The Cabinet Secretary also added that:
“the Exclusion from Schools Guidance stipulates that headteachers may consider exclusion for incidents that occur outside of school and not on school business”.
Commenting on the behaviour of some young people in the community, Janet Finch-Saunders MS/AS said:
“I thank North Wales Police and all school staff for the work they put in to try and tackle antisocial behaviour and encourage young people to be responsible citizens. However, there is a minority who cause distress.
“We as a community should be aware that if we see a student, in uniform, committing a crime outside of school, there is a responsibility for both the police and school to take action.
“There needs to be zero tolerance of youth antisocial behaviour in the community so all of us need to work together to ensure that the perpetrators are held accountable”.
