Opposition to Road Charging Schemes in Wales / Gwrthwynebiad i godi tâl ar ddefnyddwyr ffyrdd yng Nghymru

Janet Finch-Saunders, Member of the Welsh Parliament for Aberconwy, has opposed a Welsh Government attempt to introduce a law that would enable road charging schemes to be introduced for the purpose of reducing or limiting air pollution.

The proposed changes are included in the Environment (Air Quality and Soundscapes) (Wales) Bill.

Speaking on the bill, Janet said:

 “My constituents are already facing a nearly 10% increase in council tax, and blanket 20mph speed limits. On the first day back, the Welsh Government and Plaid Cymru expect us to support a Bill that could result in drivers being charged for driving.

“Whilst I support aspects of the Environment Bill, I cannot support it as it stands.

“It is nonsensical to be looking to punish drivers when there is no reasonable alternative mode of transport in place. Active travel routes are incomplete, bus routes have been scrapped, and public transport is unreliable where it exists.

“With the Labour Government’s impending £33 million 20mph blanket rollout which will cost up to £9 billion to the Welsh economy, along with a road building ban, the Welsh public cannot be expected to pay further charges due to Labour’s anti-road, anti-car and anti-worker agenda.”

Mae Janet Finch-Saunders, Aelod o’r Senedd dros Aberconwy, wedi gwrthwynebu ymgais gan Lywodraeth Cymru i gyflwyno deddf a fyddai'n galluogi cyflwyno cynlluniau codi tâl ar ddefnyddwyr ffyrdd er mwyn lleihau neu gyfyngu ar lygredd aer.

Mae'r newidiadau arfaethedig wedi'u cynnwys ym Mil yr Amgylchedd (Ansawdd Aer a Seinweddau) (Cymru).

Wrth siarad am y bil, dywedodd Janet:

"Mae fy etholwyr eisoes yn wynebu cynnydd o bron i 10% yn y dreth gyngor, a chyfyngiadau cyflymder 20mya cyffredinol. Ar y diwrnod cyntaf yn ôl, mae Llywodraeth Cymru a Phlaid Cymru yn disgwyl i ni gefnogi Bil a allai arwain at godi tâl ar yrwyr am yrru.

"Er fy mod yn cefnogi agweddau ar Fil yr Amgylchedd, ni allaf ei gefnogi ar ei ffurf bresennol.

"Mae'n wallgof ceisio cosbi gyrwyr pan nad oes dull amgen rhesymol o deithio yn ei le. Mae llwybrau teithio llesol yn anghyflawn, mae llwybrau bysiau wedi'u dileu, ac mae trafnidiaeth gyhoeddus yn annibynadwy lle mae'n bodoli.

"Gyda darpariaeth 20mya cyffredinol gwerth £33 miliwn y Llywodraeth Lafur a fydd yn costio hyd at £9 biliwn i economi Cymru, ynghyd â gwaharddiad ar adeiladu ffyrdd, ni ellir disgwyl i'r cyhoedd yng Nghymru dalu taliadau pellach oherwydd agenda gwrth-ffyrdd, gwrth-gerbydau a gwrth-weithwyr Llafur."
