Former CEO of the Velindre NHS Trust, David Donegan, has been removed from his post after just one year in the role, following his reported raising of alleged criminality and governance failures within the organisation, according to media reports.
The Trust’s 2024/25 Annual Report explicitly states that “the Trust escalated concerns to Audit Wales and Welsh Government about the current governance of Shared Services, which hadn’t been reviewed since 2012.”
Welsh Conservative Shadow Cabinet Secretary for Health and Social Care, James Evans MS, challenged Health Secretary Jeremy Miles MS on the circumstances of Donegan’s removal. Evans called on the minister to confirm the existence of — and publish in full — all related correspondence or whistleblowing material, to reassure the public that the Welsh Government has acted appropriately. While the Health Secretary confirmed correspondence does exist, he declined to commit to releasing it.

“Yesterday’s news of the removal of David Donegan from his role as CEO of the Velindre NHS Trust, alongside allegations of serious governance failures and potential criminality, is deeply concerning.
Even more troubling is the Health Secretary’s refusal to commit to full transparency on this matter. This reluctance risks further damaging public confidence. I am calling for the full release of all relevant materials and allegations so that transparency is upheld and any concerns of wrongdoing or systemic failure can be properly addressed.”

Fe wnaeth James Evans AS, Ysgrifennydd Cabinet yr Wrthblaid dros Iechyd a Gofal Cymdeithasol, herio'r Ysgrifennydd Iechyd Jeremy Miles AS ar amgylchiadau gorfodi Donegan i adael ei swydd. Galwodd Evans ar y Gweinidog i gadarnhau bodolaeth yr holl ohebiaeth neu ddeunydd chwythu'r chwiban cysylltiedig, a’i chyhoeddi’n llawn, er mwyn rhoi sicrwydd i'r cyhoedd bod Llywodraeth Cymru wedi gweithredu'n briodol. Er bod yr Ysgrifennydd Iechyd wedi cadarnhau bod gohebiaeth yn bodoli, gwrthododd ymrwymo i'w ryddhau.
Dywedodd Janet:
“Mae'r newyddion ddoe am orfodi David Donegan i adael ei rôl fel Prif Swyddog Gweithredol Ymddiriedolaeth GIG Felindre, ochr yn ochr â honiadau o fethiannau llywodraethu difrifol a throseddolrwydd posibl, yn peri pryder mawr.
Ond mae'r ffaith bod yr Ysgrifennydd Iechyd yn gwrthod ymrwymo i dryloywder llawn ar y mater hwn yn peri mwy fyth o bryder. Mae perygl y gall yr amharodrwydd hwn niweidio hyder y cyhoedd ymhellach. Rwy'n galw am ryddhau'r holl ddeunyddiau a honiadau perthnasol yn llawn er mwyn cynnal tryloywder a mynd i'r afael yn briodol ag unrhyw bryderon am gamwedd neu fethiant systemig."
