NHS Trust CEO Forced Out After Raising Alleged Criminality and Governance Failures

Former CEO of the Velindre NHS Trust, David Donegan, has been removed from his post after just one year in the role, following his reported raising of alleged criminality and governance failures within the organisation, according to media reports.

 

The Trust’s 2024/25 Annual Report explicitly states that “the Trust escalated concerns to Audit Wales and Welsh Government about the current governance of Shared Services, which hadn’t been reviewed since 2012.”

 

Welsh Conservative Shadow Cabinet Secretary for Health and Social Care, James Evans MS, challenged Health Secretary Jeremy Miles MS on the circumstances of Donegan’s removal. Evans called on the minister to confirm the existence of — and publish in full — all related correspondence or whistleblowing material, to reassure the public that the Welsh Government has acted appropriately. While the Health Secretary confirmed correspondence does exist, he declined to commit to releasing it.

 

Janet commented:

 

“Yesterday’s news of the removal of David Donegan from his role as CEO of the Velindre NHS Trust, alongside allegations of serious governance failures and potential criminality, is deeply concerning.

 

Even more troubling is the Health Secretary’s refusal to commit to full transparency on this matter. This reluctance risks further damaging public confidence. I am calling for the full release of all relevant materials and allegations so that transparency is upheld and any concerns of wrongdoing or systemic failure can be properly addressed.”
