MS Calls for Library Business Case to be Published/AS yn galw am gyhoeddi Achos Busnes Llyfrgell

At the Cabinet meeting held on 8th July, Conwy County Borough Council confirmed that previously cited figures regarding the electricity costs for the current Llandudno Library building were inaccurate. This means that Councillors moved forward with exploring the relocation based on incorrect data.

 

Contrary to the previously stated figure of £45,697, the actual annual electricity cost for which the Council is responsible is only £15,475, a significant difference. This discrepancy raises serious concerns not only about the accuracy of financial data but also about the robustness of the Council’s governance structures.

 

In the interest of transparency and accountability, Janet Finch-Saunders, Member of the Welsh Parliament for Aberconwy, has called on Conwy County Borough Council to publish the updated Library Business Case.

 

Commenting on her call, Janet said:

 

“As elected officials, we are accountable to the public for all of our decisions and actions. The Labour, Plaid Cymru, and Independent Councillors of Conwy County Borough Council, particularly the Cabinet, must be held responsible for progressing a decision to relocate the Llandudno Library and Tourist Information Centre based on inaccurate figures.

 

“This situation is disgraceful and highlights serious flaws in the Council’s governance, particularly in its financial oversight. That is why, in the spirit of openness and transparency, I am calling on Conwy County Borough Council to make the revised Library Business Case available to the public.

 

“It is unheard of for a local authority to make major decisions based on incorrect data. Given this, the Cabinet’s decision to proceed with the relocation must be reversed.”

Yng nghyfarfod y Cabinet a gynhaliwyd ar 8 Gorffennaf, cadarnhaodd Cyngor Bwrdeistref Sirol Conwy fod y ffigurau a ddyfynnwyd yn flaenorol ynglŷn â'r costau trydan ar gyfer adeilad presennol Llyfrgell Llandudno yn anghywir. Mae hyn yn golygu bod Cynghorwyr wedi symud ymlaen i archwilio'r adleoliad yn seiliedig ar ddata anghywir.

 

Yn groes i'r ffigur a nodwyd yn flaenorol, sef £45,697, dim ond am £15,475 o’r gost flynyddol am drydan y mae'r Cyngor yn gyfrifol amdani go iawn, sy’n wahaniaeth sylweddol. Mae'r anghysondeb hwn yn codi pryderon difrifol nid yn unig am gywirdeb data ariannol ond hefyd am ba mor ddibynadwy yw strwythurau llywodraethu'r Cyngor.

 

Yn enw tryloywder ac atebolrwydd, mae Janet Finch-Saunders, yr Aelod o’r Senedd dros Aberconwy, wedi galw ar Gyngor Bwrdeistref Sirol Conwy i gyhoeddi Achos Busnes y Llyfrgell diwygiedig.

 

Gan gyfeirio at ei galwad, dywedodd Janet:

 

"Fel swyddogion etholedig, rydyn ni’n atebol i'r cyhoedd am ein holl benderfyniadau a'n gweithredoedd. Rhaid i Gynghorwyr Llafur, Plaid Cymru, a Chynghorwyr Annibynnol Cyngor Bwrdeistref Sirol Conwy, yn enwedig y Cabinet, gael eu dwyn i gyfrif am fwrw rhagddi â phenderfyniad i adleoli Llyfrgell a Chanolfan Groeso Llandudno yn seiliedig ar ffigurau anghywir.

 

"Mae'r sefyllfa hon yn warthus ac yn tynnu sylw at ddiffygion difrifol yn llywodraethiant y Cyngor, yn enwedig o ran ei oruchwyliaeth ariannol. Dyna pam, i fod yn agored a thryloyw, fy mod yn galw ar Gyngor Bwrdeistref Sirol Conwy i sicrhau bod Achos Busnes newydd y Llyfrgell ar gael i'r cyhoedd.

 

"Mae'n anghyffredin i awdurdod lleol wneud penderfyniadau mawr yn seiliedig ar ddata anghywir. O ystyried hyn, rhaid gwrthdroi penderfyniad y Cabinet i fwrw rhagddi â'r adleoli."
