Councillors are asking the public to have their say on a raft of possible changes to dog control orders

Dog owners are invited to comment on possible changes to proposed dog control orders that could involve £100 fine for pets being off their leads.

Conwy County Council is consulting over the changes until February 23.

The consultation details where dog controls are intended to be retained/amended, how the public will be made aware of this, and proposed changes to charges for being issued an fixed penalty notice.

Proposals include: Increasing the charge for a breach of the Public Space Protection Order to £100.

At present, the charge for dog fouling offences is £100, and other dog control breaches are £75.

Amending the boundaries for dog control areas at Llandudno North Shore beach, the Craig-y-Don paddling pool, Llanfairfechan beach and Recreation Ground/Land surrounding the Boating Lake, and Penmaenmawr Beach.

Aberconwy Assembly Member, Janet Finch-Saunders, who has campaigned for a review of dog control measures, is highlighting the importance of contributing to this consultation.

The AM said: “This consultation, originally announced in July 2017, will be welcomed as long overdue by many.

“I have been approached by large numbers of dog owners, and non-dog owners, desperate to be able to have their voices heard on this contentious local issue.

“Now that we have this consultation, it is imperative that all who wish to make their views known take the time to fully read up on the proposals, and have their say.”

Critics say numbers of fines issued to dog owners are evidence of an ‘overzealous’ approach, but council chiefs say dog walkers have a duty to control their animals.

People who walk their dogs off leads in Conwy were hit with a whopping 1300% more fines than in any other authority in Wales in 2015/16.

Security staff from Kingdom Security, which runs the contract for Conwy Council, handed out 492 penalties in a year.

The second highest figure in any area of Wales was in Blaenau Gwent, where just 34 tickets were doled out.
