Council plans to move library out of Llandudno’s centre / Cyngor Conwy yn bwriadu symud y llyfrgell allan o ganol Llandudno

Janet Finch-Saunders, Member of the Welsh Parliament for Aberconwy is alarmed that Conwy County Borough Council plan to move Llandudno library and tourist information centre from the centre of town to Venue Cymru.

This week, Conwy's cabinet endorsed broad proposals for the Venue Cymru Futures Project and plans to submit a business case to access £10 million from the UK Government's Levelling-Up Fund.

According to the proposals, Llandudno Library would relocate from Mostyn Street to the theatre building on the town’s seafront, along with the tourist information centre, which is currently situated in the Victoria Centre.

Whilst a consultation is now planned, questions at to its legitimacy are being raised.

Commenting on the news Janet said:

“I am excited that a business case has been made to access £10m from the previous Conservative Government’s levelling-up fund, and I look forward to proposals on what can be invested into Venue Cymru.

“However, I am far less impressed with plans to move the library and tourist information centre out of the heart of Llandudno.

“The library is a central hub in Llandudno, attracting over 85,000 visitors in 2023/24. It serves as a vital resource for community support, learning, wellbeing, and multi-service delivery, and crucially aligns with the hub and spoke approach outlined in the Council’s Communication and Engagement Strategy.

“I am deeply concerned that any cost savings will reduce the effectiveness of both services, severely negatively impacting residents, tourists, and the entire town.

“Venue Cymru is not centrally located, and I doubt that either service will attract the same level of footfall from the high street. I fear that if they are to be relocated then the services will be left to decline.

“This is yet another example of how Conwy Council are slowly dismantling key services around Aberconwy, with little or no consultation with councillors or residents. Public loos are due to be closed, Craig-y-Don paddling pool was closed for over 660 days and vital shuttle buses allowing access to vulnerable communities are being cut.

“I am therefore calling on Conwy Council to implement their public consultation, publish the results and agree to follow whatever the public decide.”

Yr wythnos hon, cymeradwyodd cabinet Conwy gynigion eang ar gyfer Prosiect Dyfodol Venue Cymru ac mae'n bwriadu cyflwyno achos busnes i gael gafael ar £10 miliwn o Gronfa Ffyniant Bro Llywodraeth y DU.

Yn ôl y cynlluniau, byddai Llyfrgell Llandudno yn symud o Stryd Mostyn i adeilad y theatr ar lan y môr yn y dref, ynghyd â'r ganolfan groeso, sydd ar hyn o bryd wedi’i lleoli yng Nghanolfan Fictoria.

Er bod ymgynghoriad wedi'i drefnu erbyn hyn, mae cwestiynau ynglŷn â chyfreithlondeb y cynllun yn cael eu codi.

Wrth sôn am y newyddion dywedodd Janet:

"Rwy ar ben fy nigon bod achos busnes wedi'i gyflwyno i geisio cael gafael ar £10 miliwn o gronfa Ffyniant Bro’r Llywodraeth Geidwadol flaenorol, ac edrychaf ymlaen at gynigion ar yr hyn y gellir ei fuddsoddi yn Venue Cymru.

"Fodd bynnag, mae cynlluniau i symud y llyfrgell a'r ganolfan groeso allan o ganol Llandudno yn fy siomi’n fawr

"Mae'r llyfrgell yn ganolbwynt pwysig yn Llandudno, a ddenodd dros 85,000 o ymwelwyr yn 2023/24. Mae'n adnodd hanfodol ar gyfer cymorth cymunedol, dysgu, lles a darpariaeth aml-wasanaeth, ac yn hanfodol mae’n cyd-fynd â'r dull prif ganolfan a lloerennau a amlinellir yn Strategaeth Cyfathrebu ac Ymgysylltu'r Cyngor.

"Rwy'n bryderus iawn y bydd unrhyw arbedion cost yn lleihau effeithiolrwydd y ddau wasanaeth, gan gael effaith negyddol iawn ar drigolion, twristiaid a'r dref gyfan.

"Dyw Venue Cymru ddim mewn lleoliad canolog, ac rwy'n amau y bydd y naill wasanaeth na'r llall yn denu'r un lefel o ymwelwyr o'r stryd fawr. Os ydyn nhw’n cael eu symud, rwy’n poeni y bydd y gwasanaethau'n dirywio.

"Dyma enghraifft arall eto o’r ffordd y mae Cyngor Conwy yn araf yn datgymalu gwasanaethau allweddol ledled Aberconwy, heb fawr ddim ymgynghori â chynghorwyr neu drigolion. Mae disgwyl i doiledau cyhoeddus gau, roedd pwll padlo Craig-y-Don ar gau am dros 660 diwrnod ac mae gwasanaeth bysiau gwennol hanfodol sy'n caniatáu mynediad i gymunedau bregus yn cael ei leihau.

"Rwyf felly yn galw ar Gyngor Conwy i roi eu proses ymgynghoriad cyhoeddus ar waith, cyhoeddi'r canlyniadau a chytuno i wneud yr hyn y mae'r cyhoedd yn ei benderfynu."
