Janet Finch-Saunders MS has called for the whole of the executive team at Betsi Cadwaladr University Health Board to be replaced.
The calls follow the Health Board’s failure to recruit a Chief Executive. At present, there is an Interim until such a time that the permanent role is filled.
A report by Audit Wales said that evidence "points to dysfunctionality and factions" within the senior executive team.
Commenting on the management of the Health Board, Janet said:
“Leadership was a major factor when placing the Health Board in special measures this year.
“Leadership was also a major factor when place the Health Board in special measures in 2016.
“There have been at least 7 years of leadership failure, and a complete lack of ability by the Welsh Government to get a grip on the executive emergency at the Health Board.
“The best way to attract a new chief executive is to clear out the current executive team so that an incoming leader can appoint a team with the integrity and culture that people should rightly expect of senior managers working in our NHS."

Daw'r galwadau yn dilyn methiant y Bwrdd Iechyd i recriwtio Prif Weithredwr. Ar hyn o bryd, mae yna Brif Weithredwr Dros Dro hyd y bydd y rôl barhaol yn cael ei llenwi.
Dywedodd adroddiad gan Archwilio Cymru bod tystiolaeth yn "tynnu sylw at gamweithredu a charfanau" o fewn yr uwch dîm gweithredol.
Wrth sôn am reolaeth y Bwrdd Iechyd, dywedodd Janet:
“Roedd arweinyddiaeth yn ffactor pwysig wrth roi'r Bwrdd Iechyd dan fesurau arbennig eleni.
"Roedd arweinyddiaeth hefyd yn ffactor pwysig wrth roi'r Bwrdd Iechyd dan fesurau arbennig yn 2016.
"Bu o leiaf 7 mlynedd o fethiant o ran arweinyddiaeth, a diffyg gallu llwyr gan Lywodraeth Cymru i gael trefn ar yr argyfwng gweithredol yn y Bwrdd Iechyd.
"Y ffordd orau o ddenu prif weithredwr newydd yw clirio'r tîm gweithredol presennol fel y gall arweinydd sy'n dod i mewn benodi tîm gyda'r gonestrwydd a'r diwylliant y dylai pobl ddisgwyl yn ddigon teg gan uwch reolwyr sy'n gweithio yn ein GIG."
