BCUHB Previously Aware of RAAC Presence / BIPBC yn ymwybodol ers tro o bresenoldeb RAAC

The Welsh Government Minister for Health and Social Services has announced that the Betsi Cadwaladr University Health Board have been aware of the presence of RAAC Concrete in the Bryn y Neuadd Hospital, in Llanfairfechan since 2021.

In a Written Question response, the Minister stated that visual inspections were undertaken by the Health Board in 2021, where RAAC was found to be at the catering facility.

The Bryn y Neuadd Hospital is a mental health facility which cares for around 25 patients over 3 wards.

Reinforced autoclaved aerated concrete (RAAC) concrete was commonly used throughout the UK in the late 20th century and has an estimated 30-year life span.  It has recently been discovered in many schools, hospitals, and public buildings.

Speaking on the issue, Janet Finch-Saunders, Member of the Welsh Parliament for Aberconwy, stated:

“Whilst the dangerous nature of this concrete has been in the news recently, it is not a new issue for BCUHB. They have been aware of the presence of this concrete for 2 years and have failed to act on it.

“Decommissioning the canteen is understandable initially, but for no progress to have been made in this time period is extremely concerning.

“The majority of this hospital is not fit for purpose, and making the whole site safe for the vulnerable patients, and dedicated staff should be a top priority for both the Health Board and the Welsh Government.”

 

Mae Gweinidog Iechyd a Gwasanaethau Cymdeithasol Llywodraeth Cymru wedi cyhoeddi bod Bwrdd Iechyd Prifysgol Betsi Cadwaladr wedi bod yn ymwybodol o bresenoldeb concrit awyredig awtoclafiedig cyfnerth (RAAC) yn Ysbyty Bryn y Neuadd, Llanfairfechan ers 2021.

Mewn ymateb i Gwestiwn Ysgrifenedig, dywedodd y Gweinidog fod arolygiadau gweledol wedi cael eu cynnal gan y Bwrdd Iechyd yn 2021, lle canfuwyd bod RAAC yn y cyfleuster arlwyo.

Mae Ysbyty Bryn y Neuadd yn gyfleuster iechyd meddwl sy'n gofalu am tua 25 o gleifion dros 3 ward.

Defnyddiwyd RAAC yn gyffredin ledled y DU ar ddiwedd yr 20fed ganrif, ac amcangyfrifir bod ganddo hyd oes o 30 mlynedd. Fe'i canfuwyd yn ddiweddar mewn llawer o ysgolion, ysbytai ac adeiladau cyhoeddus.

Wrth siarad am y mater, dywedodd Janet Finch-Saunders, yr Aelod o’r Senedd dros Aberconwy:

"Er bod natur beryglus y concrit wedi bod yn y newyddion yn ddiweddar, nid yw'n fater newydd i BIPBC. Maen nhw wedi bod yn ymwybodol o bresenoldeb y concrit hwn ers 2 flynedd a heb wneud iot am y peth.

"Mae datgomisiynu'r ffreutur yn ddealladwy i ddechrau, ond mae'r ffaith nad oes cynnydd wedi'i wneud yn y cyfnod hwn yn peri pryder mawr.

"Dydy’r rhan helaeth o'r ysbyty hwn ddim yn addas i'r diben, a dylai gwneud y safle cyfan yn ddiogel i'r cleifion bregus, a staff ymroddedig fod yn brif flaenoriaeth i'r Bwrdd Iechyd a Llywodraeth Cymru."
